Payment fees must be described by product, payer and effective date. A statement that all UPI transactions are free can conceal merchant costs, while a headline about MDR can wrongly suggest that shoppers pay it. The proposed 15 October 2026 rollout was deferred on 13 October. This guide separates the announced framework from the rules actually in force and keeps its examples explicitly hypothetical.
A later notice deferred implementation
The NPCI statement of 13 October 2026 postpones the rollout until after Diwali, with the implementation date to be notified separately. As checked on 23 October 2026, this guide does not treat the proposed merchant charge as active. The earlier Department of Financial Services FAQ dated 15 September 2026 had scheduled a framework for 15 October covering specified direct account-to-merchant UPI payments. MDR means merchant discount rate: a charge on the merchant side of accepting a payment. It is not the amount a customer should add to a transfer. The document distinguishes ordinary consumers, person-to-person payments, eligible commercial merchants and protected small-merchant categories. Read those distinctions before applying any percentage to a bill.
The consumer and merchant positions are different
The FAQ states that consumers continue to pay no UPI transaction fee, that person-to-person transfers remain free for payer and recipient, and that UPI applications may not impose a platform charge for the payment. It also says onboarded merchants may not pass MDR to buyers. These statements concern the UPI payment charge; they do not erase a separately disclosed delivery charge or the price of the purchased goods. If an invoice contains an unexplained line labelled UPI fee, ask for an itemised explanation and retain the receipt.
Worked amounts for the standard eligible merchant tier
| Purchase amount | Consumer UPI fee | Merchant MDR |
|---|---|---|
| ₹2,000 | ₹0 | ₹0 at the threshold |
| ₹10,000 | ₹0 | ₹40 at 0.4% |
| ₹25,000 | ₹0 | ₹100 at 0.4% |
| ₹90,000 | ₹0 | ₹300 cap |
These examples are calculations from the published rule, not a quotation for every merchant. The announced standard tier would apply above ₹2,000, use 0.4% and cap the amount at ₹300; it has not been presented here as an active tariff. The examples assume the transaction is in that tier. They exclude special categories, separate credit-product rules and any contractual accounting detail not established by the source. A merchant should reconcile the actual settlement advice instead of estimating every deduction from a shopping receipt.
Small merchants and specified sectors need separate treatment
The NPCI-published version of the FAQ describes a protected P 2 PM category for qualifying small merchants receiving up to ₹1 lakh per month through UPI QR. It is an account classification, not a label that any business can select simply by printing a different sign. The deferred framework also describes a ₹5 flat MDR above ₹2,000 for specified categories including railways, telecom, insurance and fuel. Ask the acquiring institution how the merchant account is classified. Do not use a customer-facing price to infer the underlying merchant category.
Credit-linked UPI is a different product
The same official FAQ separates credit cards linked to UPI and pre-sanctioned credit lines from the direct-account framework. Those involve credit-product rules. A familiar QR code therefore does not mean that every funding source has identical costs, repayment duties or eligibility. Before confirming, identify the account or credit product selected in the application. For a business, accounting should distinguish the sale amount, the merchant acceptance charge and any separate service subscription. Mixing these fields makes it difficult to investigate a settlement that seems short.
How to challenge an unexplained charge
Collect the invoice, payment reference, amount debited and the merchant’s explanation. Ask whether the questioned amount is the item price, a disclosed non-payment service, a merchant-side settlement deduction or a surcharge attributed to UPI. The official MyUPI support route can help with payment status and complaints, while the bank or acquiring provider should explain its own account entries. Do not pay an additional transfer to an unsolicited caller who claims that a fee must be paid before a refund can be released.
A fee-checking checklist
- Record the payment date and funding source.
- Separate consumer cost from merchant MDR.
- Check whether the merchant is in the standard, special or protected tier.
- Use the 0.4% calculation only where that tier applies.
- Keep the invoice and bank reference.
- Seek a written explanation for any UPI surcharge.
The 13 October deferral supersedes the original 15 October start date. No replacement implementation date is invented here; the proposed calculations remain explanatory only. When updating an article or ledger, retain the effective date of each rule rather than silently overwriting older transactions. That makes a historical fee comparison understandable after the next policy change.
Frequently asked questions
Is the proposed 0.4% MDR active on 23 October 2026?
The 13 October NPCI notice deferred the rollout until after Diwali, with a date to be notified separately. The numerical examples here are an announced proposal, not a current charge.
Does the 0.4% merchant rate mean I should add 0.4% to my payment?
No. The official framework keeps consumer UPI payments free and says merchants may not pass the MDR to buyers.
Does the ₹300 cap apply to every payment product?
No. The examples concern the standard eligible direct-account merchant tier. Specified sectors and credit-linked products have separate treatment.
Can a merchant assume small-business status guarantees exemption?
No. The protected P 2 PM account classification and published conditions matter. The acquiring institution should confirm how the account is treated.
